Windows-1258 Character Table
Windows-1258 encodes Vietnamese using a combination of base letters and combining diacritical marks. Unlike most Windows code pages that use precomposed characters, CP1258 represents Vietnamese tonal marks as separate combining characters that attach to the preceding base letter. This means a single Vietnamese syllable can occupy two or three bytes. The approach saved code space (Vietnamese has over 130 distinct accented letters) but requires proper combining-character support in the text renderer. Systems that strip or mishandle combining marks will display Vietnamese without its tone marks, making the text unreadable.
