ISO-8859-4 Character Table
ISO-8859-4 (Latin-4) was designed for the Baltic languages (Estonian, Latvian, Lithuanian) and the Nordic Sámi languages. Published in 1988, it extends ASCII with letters carrying macrons, ogoneks, and cedillas. The encoding struggled to gain adoption because it mixed Baltic and Nordic characters in ways that satisfied neither group completely. ISO-8859-10 (Latin-6) later replaced it for Nordic use, and Windows-1257 became the practical standard for Baltic text on Windows. Today, UTF-8 has replaced both, but legacy Baltic text files in Latin-4 still appear in government archives and older databases.
